Cap's young sidekick Bucky Barnes (later to become the Winter Soldier) and his young pals take the lead here, discovering that the Red Skull survived an early encounter with their superhero pal. As promised on the cover, though, the Human Torch and Captain America are brought into the book to stop the Skull's plan to poison the citizens of Washington, D.C.
